Ms. Mary O. Woodard, M.A.
Mary Woodard has a Masters in Deaf Education and Doctoral work in Administration and Supervision. She has been a contracted monitor and provided technical assistance to Head Start and Early Start Programs for over 20 years. Ms. Woodard developed the Financially Assisted Agencies Monitoring Process, for which Palm Beach County won the 2017 National Association of Counties Achievement Award. In addition, she has received the National Leadership Award for exemplary Leadership skills, County Golden Palm Award for Quality improvement productivity and cost savings, Wind Beneath my Wings award for outstanding service to the Head Start program. Her expertise and approach in the field of Quality Management and Assurance (QMA) have been used with 53 non-profit business contracts, with an estimated worth of $28,000,000 and 13 Head Start Programs with an estimated worth of $300,000,000. This approach has allowed Agencies to identify gaps and develop strategies to remediate the gap [, thereby, resulting in comprehensive processes and successful external audits.
